There is the very real chance that the President's new E.O. is going to backfire on him. Right now, the holder of a Federal Firearms License (FFL) has many advantages that the run-of-the-mill gun owner doesn't. They can ship and receive guns by mail, for example. To get an FFL, there is a requirement that the applicant be doing business selling and buying firearms. ATF will disapprove an FFL for the average gun collector or private citizen. By expanding what is considered as "doing business" the President has, very likely, made it easy for the average Joe to obtain an FFL, allowing purchase, transfer, mailing of firearms.
