General Safety Recall - is the onus on servicing dealer to notify &/or perform the necessary work?

If the NHTSA has put out a safety recall notice regarding a particular vehicle brand/model, and that vehicle is taken into selling dealer of that brand of vehicle for unrelated service work, is the onus on that dealer to notify the vehicle’s owner regarding the notice, and/or perform the required points to satisfy the intent of the recall?

I can tell you what I experienced. Taking the Spyder in for a NC safety inspection, I just wanted to do the inspection at that time. They informed me of the front pulley recall that I was aware of, but didn't really have time to do the recall of pulley. So since they brought it up, I just had them do it, and was a little late to work that day, and I work 2nd shift

The manufacturer must inform owners of recalls, owners should keep the manufacturer informed of changes to their address, etc. The dealer's I use and have used always let me know if a recall had to be done.

AND ... If a person purchases a newer used vehicle that is still under OEM warranty, it is THAT persons responsibility to transfer ownership of the vehicle with the manufacturer. A vehicle dealer can help with that process.

CopperSpyder is correct. The onus for notification is on the manufacturer. But the reality is, manufacturers put a lot of pressure on dealerships to actively participate in the process. Not so much in the blanket notification, but if a recalled unit comes into their shop, they will usually make the customer aware of the issue and do the repair.

For example, with the early Spyders, BRP redesigned the engine and HCM oil filters. Every Spyder that went into a dealership, regardless of the reason, got these new filters. Many times the owner didn't even know it.

With the front sprocket recall, dealerships wouldn't let the customer take the bike until the repair was completed. Even when parts were not available to do the work.

This doesn't mean that every dealership will do this every time, just that there is some real-world shared responsibility beyond the NHTSA requirements.

Thanks all.
I asked because the fuel pump recall hasn't been performed on the '22 Ryker Sport I picked up a couple of months ago. The PO says she didn't know anything about it, and the bike has been into the selling dealer several times for routine service. Guess I'll get it taken care of at the same time I get "real" RF-type keys for the bike.

Gawd! - is this a coincidence, or what?

Today's mail brought me a recall notice from BRP about a problem with the fuel pump. Can only assume they got me as being the new owner through Virginia's DMV. Gonna make the recall process a whole lot easier with the dealer.

It may or may not require a fuel pump replacement. I had to replace the fuel pump in my 2019 Ryker, and then later saw the recall notice posted online. I called BRP to see if my replacement part was subject to the recall. BRP instructed me to call my dealer. The dealer service tech told me that affected fuel pump serial numbers are in the range 079 to 176 (first three digits). Hard to tell from the photo, but mine starts with a 2.

"BRP will inspect and, if necessary, replace the fuel pump at no charge to you (parts and labor). "

I suspect that the "inspection" is just checking the fuel pump serial number (not part number).
