It sounds to me like your are sitting on tesicals of the passenger behind you.

Sounds like the wife of one of my friends. She whines at all speeds. volumes, hertz ranges and the duration varies for each whine. Just like a truck tire.:banghead:

Rear tire whining

Sounds like the issue I ran across. I had noticed the rear noise also. I sat down behind the rear pulley and eyeballed the line of the belt. It was just a tad off. If you have a good eye then you will notice a slight kink in the belt..
