It's not the use of fossil fuels that has to decrease; it's the burning of them without being able to capture the resulting harmful pollutants before they reach the atmosphere.
We have had over 100 years to solve that problem, without success, so now it's time to shift to clean propulsion and power production technologies. Saying that EVs require more fossil fuels to produce and operate misses the point entirely, that being 'using' fossil fuels to produce another product is not necessarily polluting the atmosphere.
