Help with photos in posts

Can anyone tell me how to reduce the file size of photos when using them in a post on this site,I select threm from my computers sved photos list or camera memory card

I'm using Microsoft Windows. In the "Paint" app, I find the resize tool. I can then adjust by either percentage or pixel size and keep the photo proportional if I choose.

I use MS-Paint also.
I believe that there's about a 2mb limitation on file size limitation...
