Is eliminating the cat converter legal in California? If not, what kind of "punishment" can I expect? Any ideas?
Go to a Harley dealer and see if the NEW Harley's have a CAT. Then visit some other dealers like Honda and BMW.... if THEY don't have one then it would be hard to say, IMHO, it was "required" on a Can-Am.

I know the federal EPA busted a friend of mine a few years ago for removing his catalytic converter and was fined $5,000, it was third offence. They told him next time it will be $10,000 and up to five years in jail.
