i have a 2013 spyder rt limited
question is on the right side just ahead of the brake is a opening for air exhaust
there is on vent cove on it should there be

No; BRP never put a grille in that opening on any of the 998cc bikes.
I believe that they didn't want anything to impede airflow through the radiator. :thumbup:

There's a cure for that

fairly common cure for that, requires a bit of DIY, but doable, mine is done as well. Rob's Mods and farkles inspired me.
