Which way do the beveled washers on rear axle go?

Bevel washers always go with opening to the clamped side (away from nut/bolt head) unless stacked. If stacked it depends on whether stacked for higher spring rate or more available compression distance.
 
If you're referring to the washers like this, beveled washer.png The cup faces the wheel centerline, so the nut compresses the washer flat, but if you're using two on a side then the cubs face each other,
 
I do not recall of any bevel washers on the axle but if you have them put them cupped to the wheel so when you tighten them they flatten out!
