I guess the cops should be there 24/7, and their camera surveillance is questionable at best. Just to start up a new conspiracy, the flags were planted there as aiming points for RPGs when the terrorists want to drop the bridge and cut off access to Brooklyn. Why anyone would want to prevent access to such a cultural landmark is beyond me though...
