Since it is a web app and while riding it happens very often that I dont get any network signal.

Do you know how can I cash the data into my device so I can get this very us full data when offline?

No I'm sorry but it's not going to work if you don't have cell service. It is written in .net and only works when online. There are pros and cons to web apps. The pros are that I can update it and you don't have to reload or update anything, and that it will run on most platforms. The con is you must have internet access.

At the top of my iPad there are icons. I clicked on the share arrow next to the icon of the cloud. A window pops up listing where you can place the app.

Great! Glad you got it worked out. I doubt it has anything to do with it but the 2 people that the app doesn't work on their ipad using Safari are both using Tapatalk. Mmmmm.:dontknow:
