Yeah that definitely isn't stock. Google any logo, brand names or part number on that decal. The only thing on those brackets are reflectors, the only wiring is power for the license plate light.

Given it has a bubble on it that can only be for sensing motion or change of position I would have to go with Alarm, anti-theft or tracking device.
