I couldn't find the string but is the middle row of 3 LEDs in the tail light supposed to be lit during normal operation or only when the brake is applied?

My rear tail lights (9 on each side) go on when you turn on ignition and remain on. The 3 center are not lit at all

When I apply the brake, then the 3 center plus the 9 others go to brighter red light for a total of 12 bright red lights!
