Loose instrument panel

While putting the cover on my Ryker the other day, I noticed the windshield was lose and moved about an inch or so back and forth. Upon closer inspection I discovered the mount that holds or supports both the windshield and instrument cluster was moving side to side. I'm not sure how to tighten it, I don't see a screw or bolt anywhere the can do that.

Any ideas?
