Based on the two signs:

#2 should go first--going straight takes precedence over turning in front of someone. Good luck on that one too.

#3 should go next--They do not seem to have a yield sign

#1 should be the last to go. They have a yield sign

It is definitely 2, 3, 1 where I drive, unless, I happen to be driving the 1 car. Then it's 1, 2, 3 and hoping #2 knows the drill.

The traffic control (Yield sign...), takes precedence over the actions of the approaching vehicle.
