This has been discussed before but this quote from Goldwing Docs forum is more complete, I think, than what has been posted here previously.

Back in 2015, the NHTSA fined Harbor Freight almost a million dollars for selling trailers with lighting systems that did not meet DOT standards - specifically, they did not show red light to the sides at the rear of the trailer. Actually, the fine was because Harbor Freight was made aware of the issue, and refused to issue a recall.
Harbor Freight now has a recall in progress - owners of affected trailers will receive a new LED light kit to replace the non-conforming light system.
Affected trailers were sold from 2006 to 2016:
90154 Haul-Master 1195 lb. Capacity 48 in. x 96 in. Heavy Duty Folding Trailer
42708 Haul-Master 870 lb. Capacity 40 in. x 49 in. Utility Trailer
90153 Haul-Master 1090 lb. Capacity 40-1/2 in x 48 in Utility Trailer
66771 Haul-Master 600 lb. Capacity 78 in. Tag-Along Trailer
42709 Haul-Master 950 lb. Capacity 48 in. x 96 in. Folding Utility Trailer
94564 Haul-Master 1720 lb. Capacity 48 in. x 96 in. Super Duty Trailer
The following trailers sold from 2013 to 2016 are also affected:
62170 Haul-Master 1195 lb. Capacity 48 in. x 96 in. Heavy Duty Folding Trailer
62209 Haul-Master 870 lb. Capacity 40 in. x 49 in. Utility Trailer
61730 Haul-Master 1090 lb. Capacity 40-1/2 in x 48 in Utility Trailer
69897 Haul-Master 1720 lb. Capacity 48 in. x 96 in. Super Duty Trailer
