Not sure how it works in the motorcycle industry, but in the new motor vehicle industry, these marketing promotions are kept under wraps to prevent a decline of sales just prior to the promotion taking effect. Dealers are often kept in the dark just as customers. In some instances, a dealer may generally be aware a new promotional program is about to be announced, but they may not know the particular details, i.e. eligibility, models covered, etc. In other cases, they find immediately before the public announcement.
