Have a cure for those that get a kick out of intentionaly running over any creature. Show them what it's like. Tie them up and put them in a cardboard box. Then place the box in the emergency lane of the Ventura freeway @ rush hour. Which is about 24 hours a day. Give them 'some time' to think about it. Some time - may be all THEY get.

I like what you said, except for the cardboard box. Why ruin a perfectly good cardboard box? Seems wasteful to me.
