I haven't been able to figure out what the consistency is, if any, but if you kill the engine with the kill switch, wait a while, and then turn the key off it seems like the time frame that you can restart without having to wait is longer. I often do this at gas pumps so I can clear the trip meter while I'm pumping gas. Then I turn the key off to go to the restroom. No start up screen when I come back and turn the key on. Like I said I haven't figured out the pattern, if there is one.
