18 F3L. Weird sound. Help?

So When I am in first gear and hit about 17-18 MPH, I get this wa wa wa sound from what appears to be my left front wheel. Once I hit 25MPH, I can't hear it anymore.

I replaced the wheels, but that did not fix it. Could the Kanine Tire be doing that?

I used to get sounds from the Kendas. Went to car tires - Federal Formoza - and the sounds went away. In its place is way better handling.
