Since they will be using the stock pan, would the updated seat still work with the BRP backrest/sport rack?

Yup. I don't have the BRP rack, a RoadKrome instead, Trickie Dick has the BRP, it works fine with the RDL seat.

Yes, but you may find that you will remove the backrest if riding with a passenger. I would think it depends on the size of the people involved. I'm pretty big and there's not enough room for my wife with the backrest on.
