What is the difference between TSB and a recall? Are all these items covered under warranty?
The way it was explained to me was a recall is a mandatory fix, usually safety. TSB is if you gripe to the dealer they may fix the problem. Please correct me if I'm off track.
Bangorbob is correct. A safety recall is mandatory.
The TSB is a design flaw that is a voluntary repair.
All are included under warranty.
In other words, for a safety recall the manufacturer will contact you and will continue to contact you or any subsequent owner until the design flaw has been corrected. The VIN is tracked throughout the history of the vehicle.
The TSB is covered under warranty, but only if the customer complains about the issue.
A specific example: The 2020 brake pedal recall MUST be completed. (Bulletin 2020-5)
On the other hand, if your mirrors shake, (Bulletin TST 137799) BRP will fix it on their dime, but only if you go to the dealer and tell them you have an issue with the mirrors. Once you make the issue known to your dealer, the repair is not negotiable, but they won't hunt you down to fix it.
