Left hand switch cluster on 2023 RT LTD needs to rotate towards me - do any Torx screws pass thru the bar?

I have fitted risers and the best position requires rotation towards me. After loosening the torx screws, I tried to rotate the cluster, no go. Does one of the torx screws pass through the bar?
 
Since no one has answered yet. It's been years, but as I recall the switch clusters have a locating pin that keeps movement to a minimum. But, that's memory, and I've worked on tons of bikes over the years and could be mistaken, but I'm pretty sure. HTH
