I like the idea of work gangs/chain gangs. It would probably be the first honest days work that some of them have been exposed to.

Add the work gang thing for those that choose to live off welfare also. No work, no check. We could get a lot of clean up work, snow shoveling, etc. from able bodied people that just sit around and do nothing except for adding more people to the population.
