Handlebar lock issue

Hi, all. New to me 2009 GS purchased a few months back. Finally tried to use the handlebar lock, and I cannot get it to engage. Steer front wheels to full and try to move key quarter turn to lock position, but key will not move. Have tried to 'wiggle' the bars to get lock to engage, but cannot find the spot where that happens. Has anyone else had this issue? Much appreciated.

Thanks for the reply. Tried to the left, but no luck. Tried to the right just to be sure, still no luck.

Not really. When it works, it works in either direction.
