F3S O2 sensor

I was trying to familiarize myself with how everything looked under
my F3S scoot and lo and behold there stuck an O2 sensor on the header
pipe. I was surprised as I have not seen or read anything about these
scoots having them and that cats were not a legal requirement. Does
this mean that I have a scoot meant for California? What effect will this
have if any on changing to a different exhaust? My pea brain is curious!!

Yep, I understand that. Generally speaking the richer the fuel the
hotter the Cat runs to do the Job. A lot of the current systems
will use two sensors. One to tell how much more fuel is needed and
one after the cat to say when is enough. At least the corvettes I've
owned were set up that way. I guess my question is, is the cat on my
scoot an actual cat or just a dummy? Referring to the manual, there
is a statement that says it is illegal to mess with the catalytic exhaust
system. As far as I can determine, Texas does not require cats on motorcycles.
There were resistors used to fool the computer into thinking that cat
temps were correct and this allowed you set up your street cars fuel systems
like you needed them (you could get some nice increases in mpg). Anyway,
