elka rear shock issue

I just installed elka stage 2 in the rear and its rock hard and when I press down on rear end, it takes like 1 1/2-2 seconds to pop back up.
I chose performance when ordering but I don't know if I have problem.
I can understand that they may have set the pre load too hard for my taste but what's with the delayed rebound?
when pressed, there is a pause then it starts to rise up.
the tag on the shock said rebound was set to -20.
any idea?

Try backing off the rebound adjuster screw at the base of the shock bit at a time till it suits you.
