Seems to me the scooter rider was strung out on something. The way he was Revving that engine and looking around was making me sick.

For split second you can see the V/W up ahead of him. Then he turns his head and looks across the street for 2 seconds and when he turns back the V/W is right there. He left himself to time or room to do anything.

Yep it all can end just that quick. Here one second and dead the next. Luckily that little 50cc (or whatever itty-bitty size) scooter couldn't generate enough speed or he might have been in worse shape or even dead.
