It's a Sea to Sky so I would assume it should be under warranty. The solution rightfully is the dealer's.

It could be the left hand control module or the reverse lockout switch.

My '21 RTL sometimes did this when I first got it.
My throttle will sometimes stick, so that the bike is "idling" at around 1300 RPMs. This is something that will be addressed in my first service).
If the throttle isn't truly at idle, then no matter how much I push the "R" button or the paddle, it will not shift. I now make sure that I am truly at idle.

You aren’t pressing both buttons at the same time are you? I found I have to press the reverse button and then the paddle.
