Almost all fuel injected engines have engine rev limiters. Including the 998 and 1300 Rotax engines.
Now, if what you were really attempting to ask was 'does the F3 have a speed limiter?', the answer is no, none of the Spyders do. They are top speed limited by aerodynamics, not governors.
