Ah, the little 2CV. I was stationed in France in the early 60's; you could not bring them onto the base or register them on the base. They were considered unsafe.
Well, they did only have three lugnuts per wheel.
And one per steering wheel,

Considering there is a steam boiler between your legs, I think there were real heat issues. Yes, this vehicle is steam powered.
