It looks like they have been jumping into the water from the dock repeatedly, and their path from the water back to the front of the dock is clearly wet. It is wetter where they are standing due to the time spent in one spot pending their next jump into the water.

There's a construction site nearby to the south. Maybe they are testing out cement shoes? 
I did a fly-by in Google Earth from various angles, can't increase the resolution either. Could be a deer or something too.

Just to the right of the entrance to the dock, is that a person with a white shirt and a pony tail leaning over? Looks like they may be entering the entrace on the right side. Normally wouldn't a person enter in the middle? They may be exiting the water to the right of the dock? Looks like a Clare place with no overgrowth.

It appears to victom was transported to the bridge and then dragged by that Guy (Was That You? ) to the end of the deck and turned over to Bleed my, while he got cement boots put on?
