A libellule is a dragonfly in French... For the very few Francophile there is a poem from Jacques Precert which says:
Le pape est mort
Un nouveau pape est appele a reigner
Araignee, araignee? Quel drole de nom! Pourquoi pas libellule ou papillon?

A reigner= to reign
Araignee= spider

I don't know French. But I'm a geek. Geeks know science. Scientists deal with a lot of Latin words. Most languages are rooted in Latin. I would guess it says

The king is dead ( or my dad is dead, but king makes more sense for the rest of the poem to me)
The new king reigns
Spider, Spider? Your name is (something)! Why not something or something?

Fill in or correct the rest for me.

In VA you are limited to 6 letters/numbers. $10 extra per year over normal registration fee.

We're of no help here since we've got 6 characters available for our tags. Never gave thought to a combination that had fewer.

Here in the UK we can purchase Number Plates with a range of Letters and Numbers - These have to follow a set pattern
dependant on the Year of the Motorcycle or Car as you are not allowed to show a Number Plate with a would show a vehicle
newer that its true age although you can show a plate that is older than the vehicle

On my BMW Car I have - S999 EWS - 1998 Model 3 Series Saloon

On my 1991 BMW K100LT I had J999 EWS (Now sold due to Spyder ownership)

The Ist letter J = Year 1991 or - S = 1998 - Numbers 999 = National Emergency contact number Like your 911
Chosen as I work for the Fire and Rescue Service for the County where I live
and Letters EWS - My initials

I was going to transfer the J999 EWS over to my Spyder but decided to see If I could find another one which would
be more suitable to make a statement ref Spyder Ownership as I was one of the first to have one

This is what I Chose - RT10 SPY RT = Spyder Model - 10 = Year and SPY = For Spyder
