Don't know the answer, but I would want to know why an emergency horn would only work with the bike turned on.I like it the way they designed it. Hey on that note, the brakes will also light up with the bike turned off., go ahead and try it.

Typically, also the emergency flashers. Some may be required because of regulations. Good idea for your emergency equipment to always be available, at any rate.
