Would not taking some of the tension out of the belt solve a lot of these problems? I am not certain that it has to be as tight as it is but then I am not an engineer.

As the splines start to wear, those side loads would be transferred to the bolt, which in turn would become work hardened or brittle over time, and fracture. Once the bolt breaks, obviously the pulley splines would wear much more rapidly.
As someone who's gone through the same problem, I think HDX's theory makes a whole lot of sense.

How about if the pulley and shaft were one machined piece? Then we eliminate the splines and the bolt. Or go to a shaft drive.
