Does BRP Connect/Go require only a phone or a phone and its cell service to function?

Does BRP Connect and BRP Go require the connected smart phone to have cell and data service to function or can an old cell phone be used.

There’s only BRP Go now….it replaced Connect…. and yes, it needs a smart phone with cell and data service to use all its features, Poasttown.
