Saw this in front of a closed VFW post on our ride today. Had never seen one prior.
It looks like an M76 Otter. It was an amphibious cargo carrier used by the United States Marine Corps (USMC). I suppose it could have carried troops, but I don't think it was officially designated as an Armored Personal Carrier.
