Default Should there be 2 Headlight Adjusters? 2016 RT LTD

on my, new to me, 2016 Spider RT Limited, it had one adjustment cable on the left headlight globe but none on the right. Leaving me with the question Should there be one on each side or just one on the left side?

    Talking Two

    From my owner manual
    Headlights Aiming Adjustment
    1. Remove both side panels. Refer to
    BODY PANELS in the EQUIPMENT
    subsection.
    2. To adjust headlight beam, turn the
    adjustment knob. Adjust both head
    lights evenly.
The owner manual seems quite clear there are two adjusters.

will be 2. somebody just had the side panel off and didn't put cable thru hole. or big nut fell off and cable slipped inside. it should be still attached to light housing
