This is not a 100% absolute rule. If the US Flag is flying with flags of another nation, and it is to be flown at half mast such as on Memorial Day morning, the foreign flag is not brought down to half mast. The closest formal flag regulation addressing this is the military regulations for ships flying flags while in the port of another nation. A US ship is required to fly the flag of the host nation while in a host port. There is no requirement for the flag of another nation to be brought to half mast to commemorate a US event. We don't control another nation's rules for flying a national flag.
