Strange wobble

I have a 2016 RTL, today at slow speed I noticed a wobble and thought that my rear tire was going flat. The FOBO was reading 31lbs and I thought it was a wrong reading. I got off the bike and found the tire to be fully inflated.
Feels like i have a flat tire but i don't what could it be???

Start by checking ALL your lug nuts ( 21mm or 13/16ths ) ..... Mike
