Nah, that one's not really an 'Engineering Flowchart', or at least, it's certainly not one designed by a true 'Engineer', cos there's no FBH involved!!
So it's probably only what the Systems Analyst who was sent to computerise the work-flow &/or process THOUGHT the Engineer was doing when they were problem solving, but since the Analyst never actually visited the job site or workshop & so had never actually SEEN an FBH in action, the Analyst totally skipped that most important step & use of a critical problem solving tool!
