That is not the way it is on the 2020+ RT. High beams turn on the inside lights on both sides. Low beams are on the outside only.

I think you misread the manual. Both high and low beam will adjust simultaneously, but the adjustment is individually done on left and right headlights. The illustration in the manual is for the LH light but it would be the same on the RH light.

I added a modulator for my trunk brake light. I think it makes a lot of difference.

I'll add my experience to this conversation about using your high beams during the daytime. On my prior bike, a 2012 Concours C14 sport touring bike, I had installed a Kissan headlight modulator (plug and play, no splicing of wires). It saved my butt more than once by being seen and got the thumbs up from more than one cop. I also had DLR lights on all the time as well. The only down side I guess was that people kept thinking that I was cop on this bike and would pull off the road (coming and going) and pull over to let me pass on the highway. When I bought my 2016 F3-LTD I re-installed the same unit on this bike (same bulbs). I ride with the high beams and DRL (LED) on during the day all the time. I get the occasional flash from someone but I just give them a wave of thanks, they saw me. Again, I've gotten the thumbs up from more than one cop for my setup on this bike as well. I still have the stock headlight bulbs as I think the LED's might be too bright for a modulator. Yes, there is the odd twit out there that doesn't understand the purpose of the modulator, but so be it. When I've ridden with a group they always tell me that they can easily see me behind them. They don't complain about the modulation at all. I'll also let them know if I can see them behind me or not when they are only using their low beams. It wakes them up sometimes. They just hate it when I can still keep up with them in the twisties on their C14's. Regular riders, not the hard core ones, even some of the regular guys can't keep up with them. Anyway, use whatever you're comfortable with and enjoy your ride and life.
    Life is attitude, be positive!
