We should never forget, especially today and tomorrow, that the young men and women who serve are a very small cohort of citizens who volunteer to serve our great country while almost everyone else gets a free ride.

Perfectly acceptable. He is not marching in formation. Stepped off with right foot because it is facing center of the overall formation. All services in Washington do things a bit different from normal service manuals for drill and ceremonies.
