Does anyone have any issues with the parking brake vibrating into a rattle noise while driving/idling? This if for when the parking break is in the OFF position?
Are you sure it's the lever rattling or the filter cover? The cover rattles on mine. Tried fixing but the way the filter fits, it's just the nature of the beast.

It's for sure the parking brake lever. I didn't feel any different after tightening the screw that holds it in place. Maybe I can take it off and but a rubber washer of some sort behind it. But, that would eventually wear until it denigrates, I'd assume.
When the parking pawl (not a brake) is engaged, there is tension on the cable that connects the lever to the pawl linkage.
When the pawl is disengaged, there is no tension allowing some movement of the lever.
There is adjustment on the pawl linkage, on the opposite side; but that is for the benefit of proper engagement to lock the transmission.
