The answer for the 2014 is called Tri Axis bars. The price might be scary for some. $700 plus install. And not for the feint of heart at that.

The 2020 catalog lists the price of the Tri-Axis bars, PN 219400344, at $669.99 and the dealership labor charge would probably be on the order of $400. The price for my install that was part of the OTD deal was $325. Yes, they are pricey but you can position your bars exactly where you want them. Well worth the expense for me. I have the technical skill to install them but I would have been so slow completing the job.

The short answer to you question is NO, the stock 2014 RT bars CAN NOT be adjusted.

The slightly longer answer is that if you need to adjust the handle bar grip angle or adjust the reach you'll need the Tri-Axis bars as mentioned by others above; OR, if you wouldn't mind a little more seat space as well as a bit more of a stretch to reach the bars , you could fit the optional 'Comfort Seat' and slide your behind back about 2 inches, giving you more space to reach the bars AND more room to stretch your legs/change your knee angle!

The seat option is probably a little cheaper to buy & is certainly easier to fit than the Tri-Axis bars; the only down side is that it won't change your wrist angle on the bars in the same way the Tri-Axis bars can - altho that may be an UP side for some?!

    Over to you!
