    After you turn the key off on the 998, the throttle body actuator is still energized for about 40 minutes. You will hear a high pitched whine. Completely normal and not related to "won't crank".

    Many steps in the engine starting sequence will prevent the motor from cranking even with a good battery - such as Mode Switch not depressed at the safety card screen, Kill Switch not in run, Brake not depressed if not in Neutral, Clutch not pulled in if an SM5. Go back through your owners manual on pages 44 and 45 and see if you haven't forgotten anything.
