Depending on what is holding it together it may be as simple as turning the little red markers and holding the inside with your finger or a tool. Sometimes they are rusty and you may need WD40 to loose them up. It should be very simple process.

Is there anything holding it on other than a screw and nut? Should be just two screws, two nuts. As Oldtimer51 mentioned, the screws may have Red Markers for a head.

Depends what year. I think the 2020s have to have the lower rear fender removed to access the nuts. Could be he's trying to get a temp tag off a new byke.

OP--you may need a deep well socket to remove the nuts from behind. I know I had to.
