Ray try removing the cover and see if the shutter functions with the cover off. You may need to cut a small notch in the cover so you can leave the ballast out of the covered assembly. Having all of the wires and ballast inside the cover can cause the shutter to stick.

…. Depending on who made the LED unit …. if you had to stuff wires into the headlight ( that was not made for all those wires ) one or more of them may be preventing the shutter from functioning …. It ia actually a fairly common issue and easily fixed ….. Mike

The 'dimmer' is actually a solenoid operated shutter that blocks the top half of the light reflector in 'low' mode. The LED bulb kit involves additional wires and a bulky ballast that need to be tucked away carefully before closing up the housing in order not to interfere with the shutter operation.

I replaced headlights to LED but after one day the HI Beam 20 amp fuse was blown. Found the left headlight shutter not working. Found a shorted transistor on the little circuit board in the headlight assembly.Hope I don't have to buy the whole headlight assembly for one shorted transistor.
