What he did is inexcusable, and to think after multiple interactions with authorities for drugs, and other truck wrecks. His CDL was never revoked.
He and the system that failed those who died or were injured that day, should be held accountable.
Why have laws if they're not going to be enforced?

Until the owners of some of these fly by night companies are put in jail it will continue. Chances are while the company went out of business after the accident it has already been reformed under another name with the same owners, equipment and drivers. It takes money, time and effort to run a quality trucking company.
