Why are the RPM Idling high/ odd noise/ handlebars too short

My 2018 F3 limited is now idling high 1200-1300. The handlebars were changed out since I’m short. I did purchase new ones from a dealership therefore they aren’t an off brand. Could this have done something to it?

Any suggestions on how bring the handlebars closer to me? Could I still add a riser? I feel a bit stretched out still.

Also the previous owner took out the catalytic converter and replaced it with a pipe for more power. Having ridden the bike 1600 miles (TX to VA) I now hear an odd noise. Could it be because the pipe was installed?

Answer to question 1. No
2. Yes you can add a riser which will move the handlebars back and up. I have added the riser to my 2017 F3 Limited and the addition is pretty straight forward to do. I bought mine from Lamonster Garage.
3. I think we need a little more information about the noise you hear. Like at what speed, what gear your in, if your cornering or straight road etc. Of course with the primary muffler removed the noise level has increased to some degree.
