Change low limit on cruise control.
Is it possible to get into the electronic control unit (ECU) and lower the cruise control set limit. I have a 2015 RT Limited. Factory lower limit is about 25 mph.

I don't think the Cruise Control has a 'lowest speed' limit setting as such, but rather it relies on a combination of the throttle setting/revs & gear selection to determine if that combination is going to make the engine lug or not! If it's likely to stress the engine, then cruise won't set, even if you are effectively coasting down a hill slowly with no revs needed - if you've got 4th selected, no way; but drop it down a gear or 3 & it just might let you do that!
So if your Cruise Control won't set at 25mph, try selecting a lower gear & see if that'll let it set! As safecracker mentioned above, some of us have worked out how running higher revs in a lower gear lets us set cruise at a slower speed than we ever could with lower revs in a higher gear.

I find that my 2012 RTL wont set below 4000rpm at low speed. Getting it up over 4000 will let me set it. See if you can shift to a lower gear to get the revs up get it to set.

I don't think there is a way to change that. The owners manual says the lower limit is 25mph. I have the BUDS diagnostic program and the only thing I can do with the cruise control is to verify the function of the related switches.

But definitely do try a lower gear.
I know my '17 RT will set in 4,5 and 6 but I haven't tried it at a speed that low.

The reason the lower limit is 25 mph is to prevent you from accidentally hitting resume when pulling into you garage or driveway and crashing. The lower limit is 25 mph for every vehicle I know of. On some cars, the cruise will hold at a lower speed( adaptive cruise control) but you cant set or resume below 25mph.

I suppose the question that nobody has asked yet; is "Why?".
Do you have a practical reason for wanting to be able to do this?

Thank you for all the responses. I figured there was a safety reason. I like to ride on winding country roads that 25 mph is actually too fast.

In my experience, it's unwise to use CC on winding country roads.

Sorry but that doesn't make any sense.
It might be programmed not to allow the "resume" button below 25 mph........but that has nothing to do with setting the cruise SPEED.
Accidentally hitting "resume" if the setting was 70 would be a MUCH worse problem than if the previous setting was 20.
Maybe you are saying that the cruise is COMPLETELY disabled below 25 ??
